Officials say the shooting call originated from the Inland Regional Center, a center with the State of California Department of Developmental Services.
Initial reports indicated up to 20 people were injured in the shooting.
The full extent of their injuries is not known at this time, but there have been reports of several deaths.
On Wednesday afternoon, Jarrod Burguan, with the San Bernardino Police Department, confirmed that 14 people are dead and 17 others are wounded.
Witnesses told police that they saw three men with long rifles get into a black SUV and exit the parking lot, CNN reported, citing a law enforcement source.
A federal law enforcement official said authorities believe one man angrily left a meeting inside the social services building, returned with “one or two” others, and started shooting.

Authorities believed the three suspects were armed with AK-47-type weapons and possibly other automatic ones, according to the cable news channel. A source told the network that agencies in the area have been warned to be on the lookout for the trio.
While the SWAT Team cleared the building, a bomb squad located a suspicious package on the center’s second floor, the source told CNN.
The package was determined “not normal” by an explosive ordnance disposal team, and a robot would be sent in to handle it, the news network reported.
The San Bernardino County Sheriff’s Department warned people to avoid the area.

Wednesday’s shooting came just days after a gunman barged into a Planned Parenthood facility in Colorado Springs, killing three people.
